Justin Harrison serves as Assistant Chief of New Castle-Henry County EMS, where he has helped advance rural emergency care through innovative program development and operational leadership. New Castle-Henry County EMS launched a prehospital blood program in 2024 with support from a community foundation grant and is now exploring opportunities to expand the program across a ten-county region in Indiana through Rural Health Transformation funding.
